Why does a fork set include a sharpening steel?

So the case is complete when it sits beside the matching knives. Forks need no sharpening; the steel is there for the table knives that go with them.

Sharpening

The steel in a fork case, explained

Forks are never sharpened, so the steel in this case is meant for the black horn table knives that partner them. Used on those knives, it keeps each edge aligned between meals:

Rest the point of the steel on a folded cloth, handle up, so it cannot skid.
Lay a knife against it near the top at about 20 degrees and pull down and back, so the whole edge meets the rod.
Alternate sides, four or five gentle strokes each.
Inspect the fork tines while you are at it: a tip bent or burred by a fall can be eased straight and smoothed with fine emery paper.
