Does a honing steel actually sharpen?

Not the way a stone does. With use, the very edge of a blade bends over microscopically; a few light strokes on the grooved steel push it back into line so the knife cuts cleanly again. When honing no longer helps, the edge needs real sharpening.

Is a 7.5 cm rod long enough?

For pocket knives, small folders and paring knives, yes, and the short rod gives good control. Long kitchen knives are easier on a longer steel, since the whole edge has to be drawn across it.
